Orly sec'nDry is a top coat. So, yes, applying sec'nDry over a Matt top coat will, indeed, turn it shiny . It would be great for your shiny nail looks.

No. You don't have to wait until your base coat is thoroughly dry. You can apply this product immediately.

Q: How long does it take to dry several layers deep in order to not dent the polish?

Assuming you are using fresh polish,you use thin coats(1 base,2 color,one top)I would say give it 1/2 an hour to be sure. If you can gently touch the nail plates together with out them being more them tacky you should be god

Q: What's the difference between this topcoat (orly sec n dry) and orly's other quick-dry topcoat, in a snap? especially if u have tried both.

I have not tried the other Orly quick dry top coat but I can testify that the Sec'n dry is very fast. I take it with me when I have my nails done so my technician can use it. My nails are totally dry and set by the time I leave the chair. This is especially important to me since I usually run errands after I leave the spa.
